Which comes first?? I feel like I get stuck in this loop so often these days, and it is SO frustrating. I'll be trying to figure out a solution to a problem I'm having and before I know what happened I'll get into the situation where it seems that I can't find the place to start because there's always something else that needs to happen before the thing that I'm thinking of. And then I don't know what to do, and I'm stuck. And then nothing happens, and I'm annoyed with myself.
Anyone else have this problem? Better yet, anyone have a solution for this problem?

I have this happen all the time. I think most people would agree that it's a sign of just having too many things on the plate at any one time.
Mine actually goes a step further, and sometimes it means that I start one task and, in the process of trying to complete that task, I get lost doing another thing that leads to ANOTHER thing...and so on, until I find myself standing in front of an empty trash can holding a screwdriver and trying to figure out how I got there and WHY I am standing there.
Then I remember that I took out the old bag because tonight is trash night, and went upstairs to gather the small trash cans from the bedrooms but discovered in the process that the cat had puked upstairs while we were on vacation, so I run downstairs to the cleaning closet to grab the Clorox wipes and discover the the cleaning closet door is off track and needs to be fixed, at which point I run to the garage for a tool and, on the way back, I pass the empty kitchen trash can and freeze...
And stand there, holding my screwdriver and wondering why I can't ever JUST TAKING THE STINKING TRASH TO THE CURB without such drama.

Well, I'm glad I'm not the only one!
